With reference to your Straits Settlements
Confidential (2) despatch of the 12th January, 1938,
enclosing a copy of a letter addressed to the Foreign
Office on the subject of the Chinese regulations
governing Chinese labourers proceeding abroad, I have
the honour to say that since the promulgation by the
Overseas Affairs Committee of these Rules and Principles
on the 6th November, 1936, the position in China has changed so greatly through the Sino-Japanese hostilities that it seems probable that no attempt will ever be made
to enforce these Rules and Principles in their
entirety.
2.
If, however, any attempt should in the future be made at enforcement, the Malayan Governments would take exception to such a course of action, and I would then ask you to approach the Secretary of State for Foreign Affairs with a view to arranging for His
Majesty's Ambassador to enter a protest.
3.
The requirements of Principle No. 4 in regard to the content of the contract stray into matters that are provided in our municipal law, e.g. the hours of
